As for the background, abstract BG's seem to be really popular these days.
Most of these are made from Photoshop Brushes which can be downloaded from THIS site. The scan you chose is okay, but the double imagery really hurts my eyes. lol.
The thing that i like to do is check out other peoples works around AnimePaper and look for different styles and techniques that you could implement yourself into your own artwork! You can find various styles of Abstraction and it is good to get ideas off them. :)
Also another good idea which i did was to join some of AnimePapers groups which contain many, many tutorials for beginner photoshop users. THIS is a great group for beginner Wallers which contains many tutorials, ideas, and even how to download brush packs for your Photoshop. If you don't use Photoshop and you use another program like Adobe Illustrator, then there are other groups for those programs too! You just gotta look around what groups there are to offer! ^^
